1. Mix the dressing in a large bowl, the vegetables will be added later to the bowl. Combine the mayonnaise, vinegars, sugar, celery seed, salt and pepper and mix well.
2. Shred the cabbage by slicing thinly with a knife and add to the bowl. Stir to mix.
3. Shred the carrots using a grater and add to the bowl. Stir to mix.
4. Optionally, add an stir in the raisins.
Don't skip the celery seed, it adds a lot of flavor to this dish. Let the flavors blend in the refrigerator.
